No. Besides being virtually unenforceable, it is about diverting your eyes to look at the stupid text screen. Which yes, is dangerous.
I use an App which announces an incoming text and asks if I want to hear it. It reads it out loud. Then it asks if you want to respond, in which case you can speak your response, which gets converted into a text message reply. All of this without even having to hold a device in my hand or touch it.
