In the days of the founders, misdemeanors simply meant misbehavior. Being able to impeach for a misdemeanor is essentially a moral turpitude clause. I think the founders left the standard for impeachment fairly vague in order to allow Congress to use their judgement.

I think we should take our chances. Let the Police Depts in Large Cities do their jobs. If they need extra help they can always call on the State Police and Nat'l Guards. There is already documents filed in congress in refference to Obama's impeachment in regards to disregarding Congressional authority to initiate Millitary actions. Obama thinks the UN and NATO are his legal authority to initiate Millitary actions or to declare war not Congress. Thats an Impeachable offense.
