I have this issue frequently and I hate it. Sometimes you just want to take your partner for a quick spin and it's not possible. I have came only once during penetration (covered no less), and that was eight years ago. I usually come only from BJs or HJs. Women and orgasms? How often and if not, why? Well, I think I know why in some cases, never mind.
