They have been trying for years to play a preseason game with KU and I think K State, but have been declined.

KU and K-State don't want any part of WSU in preseason. If WSU were to beat them (a more and more likely scenario), then that would shift perception to mean that there is a third premier basketball program in the state, which would have a big impact on recruiting and finances. When WSU has a great run in the tournament, it's still perceived as a 'cinderella' story. If they were going head to head with KU and K-State every year in the regular season....that changes things.
It might also generate some pull for WSU becoming part of the Big 12 conference - again not a scenario that either KU or K-State is itching for.
