He ran for office before, not just in 2016. He could have and should have reviewed his own books and the accuracy of the claims therein.
He wrote the book in 1992. He met Westmoreland in 1969. So, 23 years later he should have been fact-checking what he was writing, especially if he had political ambitions. I doubt very much he recalled Westmoreland's exact words 23 years later, so he was filling in the blanks himself. He was either lazy or misleading when he chose to write that he was offered a full scholarship.
After all, Powell made a factual mistake in his memoir, and that mistake is now being perpetuated by other authors who are relying solely on his account. Powell wasn't fibbing, and he isn't a liar: he is just wrong proving that someone can be wrong about the details and not be a liar.

By now your Google searches have made you realize that prior service military personnel get nominations for West Point or the WP Prep School from their direct in line commanders (i.e., their company commanders), not the Army Chief of Staff - which is what Westmoreland was in 1968.
This is because the Army Chief of Staff or any other high-ranking officer does NOT know the 18 and 19 year old enlisted men at the bottom of the ranks. That is why the Army requires recommendations from the company CO.
So, no, Westmoreland did not have any appointments to make.
But EVEN if he did, Carson was NOT prior service military - despite the high school ROTC membership. So Westmoreland couldn't give Carson a nomination even if he wanted to.
