If you could not negotiate an amount that you considered acceptable you could go elsewhere to look for work. The other side of that coin is the employer looking for people to work for them with a skill set or the ability to be trained for a skill set based what he would pay on what would fit best for their business plan. If there was a greater supply of labor to choose from the employer was able to negotiate a wage that was acceptable to both parties again based on their skill set. Often these are entry level jobs that help the employee to improve upon their skill set to aid in advancing their position in the labor force. Sort of like an apprenticeship in life.

For the government to dictate to the businessman what he must pay, it artificially controls the wage that could be higher, or lower, based on the availability of labor. To allow an invasion of illegal aliens to expand the labor force the government has increased the supply of labor and thus held the cost of labor down.
