A small group following the rules in Kansas for putting a measure up for consideration would cause those same sources to say "Kansas" wants to secede, not the small percentage that signed the petition. Someone or a group of people has put the motion or measure or whatever method CA uses for initiatives. There is no wide spread support. They will secede by way of an earthquake long before they would vote for it.
