The folders are empty. They have to be. It would be illegal (a felony) for the FBI to post photos of classified files. So, either the FBI broke the law or the folders are empty. We only have the word of the special Washington DC branch of the FBI to say otherwise since they cut out the Florida office.
A retired special FBI agent on Bongino says that the photo is like a rookie FBI agent taking a photo of a body to show his dad.
