To determine if something is "special", you don't evaluate the short-term rate vs her regular rate, you evaluate the short-term rate vs the rate you would pay another provider of the same caliber and service. So if a provider normally charges $500, and temporarily drops her fee to $350, but I gain just as much satisfaction from another provider who charges $225, then no, $350 wasn't special.
