You go pick a provider based on your own personal needs (desires) and in doing so, you have to determine which provider can satisfy your needs and at what price point you feel is appropriate given your financial situation/capability.

it really is this simple...
each provider charges what she wants, does who she wants, and does as little as she can.
each client pays what he wants, sees who he wants, and gets as much as he can.
yes, sometimes a client can get a reduction in a fee just by asking. or a provider can get a premium for her services.
and yes, sometimes a client can get a great multi-hour deal. or a provider can get a premium for multi-hour deals.
but nothing we say and very little of what we do will affect a provider's fees.
now, treating providers and treating clients w/ respect is a whole other question/topic.
but in general, treat everyone w/ respect and in a manner you would want to be treated yourself.
