Not exactly. Prostitution is illegal in Japan but is defined to only included ordinary intercourse, penile penetration of the vagina. Everything else is legit. This is one of the reasons that nearly all Japanese commercial sex services advertise some activity, nearly any imaginable activity, except actual intercourse. Tokyo is like that, ephemeral as a dream...nothing lasts. I've "lost" more great places here than I've ever found in any other city. One of the ones I miss the most is a basement bar, that was near (not quite in) Roppongi, which made the best gin & tonics on the planet...including ice cubes ice-picked by hand (in a fairly terrifying display of skill and dexterity by the bartender) out of deep crystalline blue glacial ice imported from Hokkaido. I kid you not.
