Some states will honor other states concealed carry laws. For instance a residence of Louisiana with a concealed carry permit can carry concealed in Texas but can't in states such as Illinois. It's just another situation where politics have intervened. There was a time back in the 1800's where you could carry without a permit open or concealed in all states and U.S. Territories. The Second Amendment is an absolute right even though the goal post keeps getting moved to further political agendas and establish a common ground.
