"A review of campaign records indicates that Price paid off most of his personal home improvement loan with campaign contributions—a violation of state law, which prohibits elected officials from converting campaign funds to personal use. The records show that in 1989 and 1990 he used campaign funds to make two payments to the Garland bank, one for $18,700 and the other for $16,006. "
