As far as the "Weiner deal" is concerned:
When Comey testified before Congress last July, he specifically said if anything were to cause the FBI to reopen the Hillary Clinton investigation, he would notify them. He would have broken his very public promise if he had failed to notify Congress when the FBI discovered Anthony Weiner's laptop in late October.
