Russian capitalism is corrupt because the (ex-)communists strove to keep control of the major assets in the economy when they lost power in the early '90s. They corrupted the privatizing process to concentrate and tilt ownership of key industries into the hands of their cronies. Putin also corrupted the legal system to let him jail oligarchs he doesn't trust. There is no reliable rule of law, no takings clause or due process rights protecting individual private ownership from capricious seizure and redistribution.
