Well I don't think they make most of their money on ticket sales anymore. The blackout rule has been suspended for a few years.

I think they get as many people as they lost from folks tuning in just to see what the players will do.
Ratings for NFL games are down, but less than ratings for all of prime-time television. Folks are cutting the cord. The NFL should be thankful its ratings aren't lower.
