Even off shore sites will be watched and blocked from getting in. I've seen human trafficking first hand in other countries. They have sites that do exist however there is an umbrella blocker that prevents them from showing up in the US. Even some places in the US block escort sites. WiFi through VIA trans believe it has an umbrella blocker that you cannot get into eccie or any other site for that matter. So you can imagine if a company as simple as VIA can have one then imagine the government having one. Don't believe me? Go hop onn a bus ge3tt on the WiFi and try to access eccie and see what pops up

Part of the law will incentivize ISPs to block and report your user data for accessing sites that facilitate sex trafficking. This will include your usual ISPs you use at home as well.
I should also mention, burner phones use the same networks and bandwidths as other ISPs so those access points may be blocked at some point as well; BUT if the burner is cash paid and does not connect back to your real world info, you will be much less likely to be targeted by the powers-that-be for accessing sites using the the burner.
And again, the bottom line is: our way of life using the sites we're accustomed to is about to change.
