So, clearly, this offer was not directed at you. He didn't say "Tia, I have a used iPhone 7, will you trade?". He asked if ANYONE was interested, and you decided to pop in and say "No, that's too cheap for me." $350 is a lot higher than many providers' base rates, and even if it weren't it could be part of a larger consideration.

I'm surprised that dealers won't buy a 7 seeing as you can still buy them new or used via most cell phone providers.
