I agree. Sometimes it's a legit flirtation, sometimes it's just how a girl relates to guys in the workplace. No way to know unless you bite back.

When a girl flirts with me, I naturally flirt back. If she escalates with the flirting, I ask if she'd like to continue the exchange at another time or place. If she responds favorably (they don't always say "yes."), I ask for her email or phone number. If the flirting doesn't escalate, smile, maybe tease her a little bit and walk away.

And per Isis' comment, I am a good looking guy, but well past the days where women out side of my age group think I'm "hot." But women do seem to respond well to confident, flirty guys. I have no stats to support this, but I bet I get the phone number at least a third, and possibly half of the time. That doesn't mean that I'm going to get laid.
