It makes no difference how well you “fix” it, it still comes down to people adhering to the warnings.I pretty much agree with that. having grown up on the Gulf Coast and survived dozens of tropical storms and hurricanes, I can tell you that you often get days of warnings and prep time for a hurricane. After 30+ years in the Hill Country I can also tell you you don’t get much advance warning for a tornado and even less for a flood.
What will the “authorities” do if they say torrential rains and flooding is coming and you need to leave, and nobody listens. That appears to be what happened here.
Which only goes to prove that sometimes there simply is not much you can do, aside from banning people from living in or visiting places where things like this flood can happen.
