Guys, you think this is a big yukyuk.
Let me point something out, that you may not understand. When a peace officer says that he believes that there is probable cause to believe that a crime has been committed, he is NOT joking and he is NOT playing games. Ever.
His ability to do his job, for ever and ever, depends on him NEVER, *EVER* compromising himself in using those words, because he has to be able to use those words with prosecutors and judges and have them believe him.
Laugh all you like, but I suspect that, if you look into it, you will learn, possibly to your dismay, that Arpaio in fact looked long and hard at it, and did not make that statement until he had convinced himself that there was no other reasonable interpretation.
The next step could be interesting. One possibility would be for him to observe that the US Secret Service is the country's highest authority on this kind of thing, and, as politely as he knows how, ask them to take a look at what he's seeing, and tell him where he or his people messed up.
