In the first place, 55 years of existence has taught me not to believe a single word anyone in law enforcement utters. Second, the War on Drugs has taught me that putting up red herrings about the under-aged is one of the ways Law enforcement and their media continue to prop up support for these so called vice laws.
Ultimately if you want to protect sex workers, you make it legal and regulated.

It is not an either or. It is a both and. Where do you think this explosion of Asian spas recruits its ever changing lineup of non-English speaking alien workers? The Worksource? Similarly for the Central American spas and clubs.
There are middle Eastern recruiters in America who entice young American women to go East with promises of certain work at high wages; only to find subjugation and coercion their lot in life, as they are forced into the sex trade overseas.
I do not partake of the Asian parlors for that reason.
I generally do not partake of YOUNG independents because they might be under the control of a 'manager', and they will see little of their hard earned fees themselves.
