Yes, keep the regulators out of Wall Street's way and BP's way (don't know what Massey Energy is, so I can't comment). The economic downturn began when the Democrats took over Congress in Jan. 2007 (this has been stated over and over again) and, we hope, will start turning around this next year - and, yes, the downturn is still occurring, regardless of what the WH economists say was the end of the recession in the middle of 2009.

He can regulate by Executive Order (e.g., moratorium on deep sea drilling for 7 years, even though the BP spill has all but disappeared) or by dictates from the numerous regulatory agencies under his control (FCC, SEC, FDIC, etc).
