What yall are witnessing is a form of insider trading. The site will likely be either 1.)shut down by the Feds soon or 2.) sold...if the former then this is a simply a bottleneck type procedure to slowly reduce traffic and start the divestment and decommisioning process as they shut down their servers. If the latter then they're trying to help clean-up the site in prep for new ownership.

There's also a possibility the mods (who essentially work for free) cant keep up with the demands of the various site activities (e.g. Reviews, RTM's, Showcases, Disputes, etc. etc.) so this is some form of relief to slow site participation. It may work or it may backfire. Time will tell. ;-)
