I am personal friends with one of those old codgers who explained what and how it happened. He was the young whippersnapper of the bunch back in those days. They saw how the price controls under Eisenhower had impacted E&P in the U.S. and forced it overseas. They didn't want the U.S. to be solely dependent on imported oil in future decades even if it meant their overseas interests being able to be hidden from taxation.
