Yes they seem to be able to better invest in their citizens health because they have little to no military.

I don't think that's entirely it. As a % of GDP, we're spending 2.4X what they are. If you look at it in terms of outright dollars, they spend $877/person/year, and we spend $11,100. And they live longer than we do! Insane. And this is something you can't pin specifically on the Democrats or the Republicans. Both are failing to address this issue.
Admittedly you can chalk some of this up to our diet, weight, exercise, and average age. But still.
However, yes, their tax take can be less without the military. We spend about 3.5% of GDP on the military. I can't even find a number for Costa Rica.
