No it's not. To equip isn't just tangible objects such as uniform , weapons vehicle ect. It's everything tangible and intangible including the skills in dealing with the public from victims to suspects. Do you have any idea what goes on in a Police Academy? They have classroom instruction on dealing with the Public they don't just teach recruits how to shoot a service weapon there's more to police work than that.
