Some people get it, some do not. For those who have a level 3 to 5 attachment to pets, it is not really an option to leave them behind, so letting clients know and keeping the pet semi-isolated during a date is just a part of their business. For those folks at level 1 or 2 (or the poor unfortunates at level 0) one gets a reaction such as Naomi's.

One's pet bonding level is usually set by age 3, and is generally unchangeable thereafter. So just screen for those who are compatible in this regard and your dates will probably be better, no matter which end of this spectrum one falls into.

As far as a location, one might try unused timeshares. They are easy to find, inexpensive to rent, and usually have 2 bedrooms and tend to have some isolation between units and quite a bit of privacy.

There is not a right or wrong answer here. I just feel that it is inconsiderate only if the client isnt warned.
As far as levels, ridiculous. What did that mean exactly? I know people from all walks of life that do not like animals. Its like some of you make things up as you go.
