Grammar 101: YAY!!!

How is it possible that Flammable and Inflammable mean the same thing???

flam·ma·ble [flam-uh-buhl]
adjective
easily set on fire; combustible; inflammable.

in·flam·ma·ble [in-flam-uh-buhl]
adjective
capable of being set on fire; combustible; flammable.

On another board a multitude of threads are written "ISO Providers That (Do Something)."

Aren't providers people "who" deserve a personal relative pronoun?

You wouldn't know it from all my run-on, awkward, and sometimes archaic sentence structure. Also my tendency to write how I talk, fragments and all.
