This site has moderators. Said moderators answer to the admins. Said admins answer to the owner(s).
If it seems that what you want isn't happening, has the thought not occured to you that this is by will of the board owner? I mean, if the owner had any objections to the goings on, it would have been handled.
The board is the way it is by design. You either work with it-- or find another sandbox.

On more than a couple of occasions I have seen modtards ignore recommendations from admintards. On the very rare occasion you see an admintard in open conflict with the actions of a modtard, he is not acting alone.
Occasionally, you will see an admintard filling a duel role. Dallas is an example of this. There are 2 admintards functioning as modtards in that local forum. In that case, their actions as a modtard are no different than one of the other local modtards.
Admintards fulfill a different function for the board. Most of the mundane work they do never sees the light of day.
