Suppressors (aka "silencers") and fully automatic firearms (true machine guns) are legal to own and are regulated by the BATFE. "Bump stocks" have been regulated into non-existence with just an executive order to the same agency.
It did not matter that bump stocks were not actually a firearm. They are now forbidden by a presidential order. The BATFE also regulates the nom-firing lower receiver of an AR type firearm as if it were a complete functioning gun. This regulatory concept has been invalidated in court, but that case law has not forced correction of the regulatory misidentification of lower receivers as a firearm.
