The $2000 check will only be given to people who made less than $75,000 for tax return year of 2018 or 2019. This direct payment is to encourage spending and stimulate the economy. But just writing a check to everyone doesn't make sense IMHO, unless you're looking for some kind of Keynesian stimulus.
