Everyone wants a miraculous solution that will solve all our social issues with crime, gun violence, homelessness, poverty ect. Police Depts. already know you can't totally eliminate all of society's problems so they devise different methods to more affectively control and manage street violence and crime in general and at the same time assure officer safety to as high degree as possible. Money is not the cure, even though money may be their motivator. Money gets them the "things" to give them status..... which gives them "respect" among their peers.
The belief system or standards need to be modified, and IMO we need to expend the resources in doing that rather than spending the resources on cleaning up the mess every weekend.....or chasing the "politically" popular headline.
Jessie Jackson's "summer job" idea was dumb. Paying a young man $5 an hour to clean parks for $200 a week, when he can earn $50 taking a paper sack 10 blocks and returning with it full of money in 30 minutes is ridiculous when the delivery person also gets "status" for working for "the man"! Throwing chump change at it won't work. The self-image has to be modified. It will take time and patience, but it needs to get done.
