You can't stop people from getting info that they don't have access to. Let's say provider X finds out ROS material and then shares that with other girls. As long as the other girls don't use ECCIE to reveal what was sent them, then those girls shouldn't be penalized in any way for having the information. It is what they do with the information that will get them penalized.
