The 1700s? You don't know do you? The U.S. Constitution, unlike the Declaration of Independence, is a legally binding document. I think Obama always got that question wrong on the test. The Bill of Rights are the first ten amendments to the Constitution. They were voted on the same time as the Constitution was being ratified. By the way, those years your feeble mind was grasping for; 1788 for ratification and 1789 for the year we became the Republic of the United States.
