You might not want to believe it but that was the ruling government, and it was composed of Norwegians assisted by Gemans. Norwegians composed the government. You might chose to believe the nonesense in "Wikipedia" calling the exile government the "legitimate" government, but they didn't rule anything at that time.

These are loaded and biased phrases "puppet" "legitimate," and so forth, and are not used by real scholars.

The simple fact is that when the Germans came in and threw out the socialists and the British [who were using Norwegian politicians for their own designs] the Germans installed the Right wing in Norway, and the socialists, communists, and their stupid King fled. For goodness sake are you saying the Norwegians should be Monarchists? The King didn't rule anything and wasn't any part of any ruling government.

In Norway as in all countries in Europe there was conflict, actually civil war, about these issues. The socialists, communists and left formed resistance to occupation while those on the right welcomed occupation and collaborated.
Now that one side has won they want to tag their opponants as "traitors" and so forth, but they weren't traitors at all.
They were fighting for a different vision and lost.

As I've posted here before, Norway is the best society on earth for many reasons. One indicator is the wisdom with which they manage resources, including money. Norway has the largest soverign wealth fund in the world, and refuses to invest any of it in Norway because they have too much investment there already and can't handle any more growth.

My family are farmers from Hamar, near the lake, and in the past they were officials in the labor party. However my own politics are considered almost extreme right there at the moment because I'm opposed to foreigners living there. Norwegians are by nature gullable and altruistic people and they don't have any notion of how dangerous many of these foreigners are. If they need foreign workers they should bring women in from needy places like Pakistan or the Phillipines, but foreign men should never be allowed in.

For that matter Norway should be careful of letting in even Americans, as many criminals from the US have abused the Norwegians' generosity. When I was in Norway some years ago there were bombings and shootings between American biker gangs in several places. I think the Hells Angles and a few other American criminal groups had migrated to there.

My only criticism of Norwegians is that they need sometimes to find their balls. That's why I was proud of those tens of thousands of volunteers during the war who fought in the Waffen SS against the communists. There were few who struggled with more valor than these Norwegians.
