With no media devices in their face to police them, the cops could slam a 'suspect' around with little threats of repercussion, if any. As a kid, you see that, and as you get older, you have a preset disdain for law enforcement. When they come to you, your first thought may be how they cuffed and hauled off your uncle or dad. They most likely know who you are, as they watch you grow up in that family. You're thinking, they're going to treat you the same way they treated your relative. Your initial impulse is to NOT cooperate, because no matter what you do, they're going to take the low road against you. Part of the problem is that neither side seems to do anything to change this.

Living in poverty in big cities is hard to do. Paying $1,500 a month in rent for a shack apartment, for example, is hard to do if you have insufficient means of income. Every month is a nerve racking struggle, as you bounce bills around, while trying to eat, and live in general. Something is always not paid on time. Everyday you live this stressful process, and it's never-ending. Desperation is always there, and any means to produce income is an option. You can walk the fine line of trying to live 'right' 6 days a week, 364 days a year. But that one day where you go too far, knowingly or not, and now your life is different once they have a police record on you.
