Funds for resident salaries are appropriated from Medicare. Do some research on Graduate Medical Education.But the residents are REQUIRED to treat medicaid/medicare patients right? And the hospitals and residents are REQUIRED to treat patients even if they aren't going to pay right? That's the reason they are a publicly funded hospital and can't turn people away. That's what this outcry is about, we are going to be REQUIRED to treat people the least profitable people.
Medicare/GME also funds the staff/facilities at these training hospitals.
Liken it to baseball:
Medicare pays the AA ballpayer's salary, pays for the stadium, pays for the uniforms and grounds crew, lights, team manager... all so the ballplayer can hone his craft and be a major leaguer someday.
