Do view counts accurately portray how many different people view a thread?

I make a game of reading the first 2 posts of a thread and then the last two. Its pretty much guaranteed that no matter how well informed or thought out the first few responses are, if there are 3+ pages it "always" degrades into some he-said, she-said walmart-esque screaming match.
