Ref's given ONLY if a hobbyist gives a review?

I couldn't care less about getting a review. Guys ask me all the time if I want one and I say it's totally up to them. I've never asked for a review aside from when I first started and was looking to get established. They're just a small piece of the overall puzzle. Okay...I got to admit. I'm kind of pissed. I had a provider refuse to give me a ref for a hobbyist because he didn't leave her a review. I personally think it is a selfish and rude policy but she is free to run her business that way she wants.

So what are your thoughts? Do you think a provider should only give her a review (her view on things)?

AS a hobbyist, I would be leery of believing reviews about providers who require reviews in exchange for ref's. TO me, it puts pressure to say "yes" even when he want to say no.
