Beijing is for chite ecologically speaking. But not true of rural China. So tax the peasants? Now if you are saying, you live in Beijing and the taxes are high, OK fine. What's that got to do with the peasants?
Let me summarize, a carbon tax is just wealth distribution. If you want to ban cars in a city - go for it. The peasants will let you know what they think about it. Assuming they have a 1st and 2nd amendment rights.
Come on. More people and more prosperity mean more cars, more electricity, more cement and steel, etc. And that means more carbon emissions.
