Process for submitting a review

How exactly do I write a review? Is there a link to a form or do I just write it as a post? This will be my first and am confused on the process.

Go to the “ encounter report” Dallas heading, click on that
Then look in the upper left of the section ( not top of page) you will see
“New encounter report “. Click that and you will get to the template to do your report...
Make sure you put the lady’s contact info in the section for that...

I'm told there is a section called "Time Capsule" to look for a guide to writing the "Rest of Story" / ROS section, but can't find it anywhere on the site.

One of my reviews was rejected for not enough information in the ROS, but I cannot edit my review or find this "Time Capsule" section, does anybody know where to find it?

Or - can post a link with what else to put in the ROS section?
