I'm a little confused with the private messages option

I was just trying to send Cendell a message about a party on the 31st & also another Hobbyist & I cannot I repeat CANNOT send anything to anyone 😏hoping someone will help in explain ing what is going on with my mailbox & is there a new feature that maybe I need to click? To send messages?

This is like the nightmare apps Focus App & screentime..ya I hate those apps.what is going on?!
