A hobbyist wrote a review and I can not place seeing him. The timing is off and the details he gave are vague. Who do I contact about this? Is there another place to post this that would be more appropriate?

You should either contact one of your local moderators about your concerns or RTM the review itself.
In the majority of cases, if you dispute anything about the review you would simply put your side of the story in a COED post.
