Why do I get this message on some reviews and not others?

I’m not staff, but can offer an answer. Reviews written pre-site outage are currently locked and not viewable by anyone. Encounters written post outage are viewable including ROS with PA. Read somewhere that there might be a possibility of reopening the old reviews for view in the future, but haven’t seen anything for sure on that yet.
