When you go back and read the entire story, the bill was meant to be riduculous to make a point about the argument as to when a sperm becomes life. It has to do with the abortion and birth control debate going on. This particular senator is actually a pretty bright lady.

Any action in which a man ejaculates or otherwise deposits semen anywhere but in a woman’s vagina shall be interpreted and construed as an action against an unborn child.
