Hmmm, I wonder how it would work if 75% of each class, meaning all those enrolled is each grade, had to achieve the 40th percentile in mastery of all courses before the entire class could be promoted? If you want to move a group, commit to moving THE GROUP. Unfortunately, I suspect the the 40th percentile would become the 60th percentile pretty quick. I wonder what group (teachers, students, parents, school systems?) would put forth the most pressure when the pain of underachieving really set in?
