The law says that if you employ two or more people, who are engaged in prostitution, then you are guilty of promotion... well what about companies that don't pay their employees enough to make ends meet, so people have to moonlight as prostitutes in the evening... aren't those corporations promoting prostitution by paying low wages?

If a person is running ads, screening customers, and referring the good ones to ladies who work whenever they want, charge whatever they want, do whatever they want, and the ladies are paying the person who is running ads and answering the phone, isn't the person getting paid for referrals the one who is employed by the ladies?
