@Lump1 No not connected to "management" in that sense. There are advertising companies that create ads for the Asian Massage Parlors. For a monthly fee they post ads on various sites. That's why all of the AMP ads have a similar layout.
The scammers do their own thing and use fake ads for fake independent providers.
