What's happened to the Hill. Gentrification? Business too slow?

Actually, traffic is as heavy as ever on the hill. The government is slowly killing all RLDs so the workers are going more underground and harder to find for non natives. Mostly everything is boarded up. Just like 588 and a few more, gentrification is ruling and targeting those areas.

Like all things Korean, there is more to the issue than meets the eye. It is gentrification to an extent, the area is currently being annexed by the Government. The current plan is to raze the whole area for more Hi-rise Apartments. The relocation of the troops down to USAG Humphreys has made USAG Yongsan a ghost town, and the current plan is to turn the old base into the Seoul equivalent of Central Park, hence the new apartments
